I know that your local Rotary club can sponsor you to be an exchange student. go to http://www.rotary.org for info on that.
I think you should go to Australia because they know English. In Japan they do know English but not many people can speak it fluently.

AFS, Rotary and YFU are the best!

Rotary has a strong global network of volunteers, so I would definitely check out to your local Rotary Club in addition to the other programs mentioned. If your high school has an Interact Club, that would be a way meet them as well.
I don’t think it would be a problem to go out your senior year (even though you may miss graduation), but since our students usually go out in their junior year of high school or after graduation, I would check with your school and your local Rotary District’s rules to determine if you can go out your senior year.
In our program, we send students to countries where they do not speak the language, so that they have to learn it. This adds to a tremendous and life changing experience. You are allowed to identify your top picks of where you want to go, but there are no guarantees, just that it will not be an English speaking country. I can tell you that Japan is a popular choice.
Please remember that there is an application process and you have to be selected to go.
You can go to http://www.rotary.org and click on the “Students and Youth” tab at the top of the page for more information.
Good Luck!
